M4 w/ M145 is usually a sure sign of a Canadian soldier. I'm pretty sure the camo is Desert CADPAT as well.

Wrong on every account but the Elcan sight. He's with the Canadian military, year this was taken is 2006 and this photo was taken over seas. That's a C-7 and it's Airid Cadpat.
