ANOTHER STATE DEPARTMENT SCANDAL: An American lawyer named Warren Rothman was tortured and nearly killed in China.  State Department officials inadvertently collaborated with Rothman’s would-be killers and didn’t exactly handle that mistake in a confidence-inspiring manner.
